Harmonized Sales Tax implementation July 1, 2010- How will it apply to Canadian Imports and Brokerage Fees

On July 1, 2010, the provinces of Ontario and British Columbia will replace their provincial sales taxes with a single harmonized sales tax (“HST”).   It is important that Canadian importers take the time to understand how this change may apply to their importations into Canada and the associated customs brokerage fees.

WHY IS TRADE COMPLIANCE IMPORTANT?

Trade Compliance refers to importers and exporters meeting all of the requirements governing the movement of commercial goods across international borders. To be trade compliant is to ensure that tariff classification, origin and valuation of goods are all accurately declared in accordance with legislative requirements and that the appropriate duties and taxes have been paid.

CBP issues message on ISF/10+2 updates and “Full Enforcement” reminder

U.S. Customs & Border Protection (CBP) has issued CSMS (Cargo Systems Messaging Service) #09-000371, reminding the trade community of the pending Importer Security Filing (ISF/10+2) “enforcement date.”

On Tuesday, January 26, 2010, the filing requirements for the 10+2 interim final rule for vessel (maritime) cargo become mandatory.  While CBP has provided a one year delayed enforcement period to allow Importers to work through various problems and to come into compliance with these requirements, the end of that time frame is now here.  CBP requires that the ISF Importer file ISF data for every ocean shipment they are importing into the U.S. as of January 26, 2010.
